It happens from time to time, it's far from shutting down buddy. Chill and give it time.

One thing that sometimes helps you sneak past this is removing Paul.dll from IV directory. Back it up first, though.

I'm unsure, but it's linked to RGSC. Removing it will bypass the GTA IV launcher and in most cases log you in automatically. Everytime I've been unable to get in, I've deleted it and as it bypassed the launcer, I managed to play online ect.
