The best in my opinion are,

 

  • Paint.NET (Free Program)
  • GIMP (Free Program)
  • Photoshop CS6 (Purchase Required)

I like Paint.NET probably the most, its pretty simple. GIMP is really good also, its not as confusing. Meanwhile Photoshop is not free and may be pretty confusing. Using Paint.NET with a Model Template makes the job even easier. There are tons of tutorials on YouTube you can look up to.

Well, I uploaded Pennsylvania State Police skin pack some time ago.

 

I check those programs you wrote about.

I'm going to create another huge skins pack. I think it'll be something new because I've never seen that in the internet so far.

 

 

 

BTW : PSP skin pack was made in Paint. :D

I've got just one question.

Is there any program which I could upload to the entire car with my skin to see how it looks like?

 

It's really annoying to turn on the whole game just to see how the car looks like, especially when I pay attention to small details.

 

I've got problem with DSF CVPI template. I've done whole skin but I've got problem with side strip, so once a bit of texture is on the side strip although it shouldn't be.
