Okay now i understand what steady burn's are, but are the hazard light's supposed to stay on when primaries are on?

The traffic advisor on the back must be on when the vehicle is operating as an emergency vehicle.

I know, I was wondering if he could put in lights to the non els one to make an unmarked like the one in the video
