I doubt anyone actually listens to orchestra's, and the people of the hill decide to take the hill for themselves as the orchestra can't keep the hill happy.

North Korea probably shouldn't have claimed ownership of the hill until AFTER they've confirmed that their missiles have successfully launched. The missiles went straight into the air and came directly back down. They surrender and the hill remains unclaimed because it no longer sparks US interests.
