If you've ever watched Alaska State Troopers on The nat geo channel then you know that when they get to the scene they use their cells to comunicate with dispatch.

Again, this is a major city in America. Shots fired calls on friday night are usual. But there are a lot of prank calls coming in of people in masks or threats to buildings.
