idk if its in the right area so i put it here.

Why it's hard to make or why it hasn't been made yet? There're a lot of details etc. and there's no model of it to convert.

It's actually the same with all 3 cars except that Van, when putting some lights, equipment and a template to it it actually should be okay. I think there was one on gpm.

and i also cant find a ood m4 mod or m16. i know the grim packs ahve 1 but they are horrible ingame the just converted thm from gta sa. i want an m4 like the 1 from the movie swat i saw 1 on some 1 pics.

The reason it is hard to make is that there are two methods for GTA vehicles:

1) Steal it from another game. No game has one.

2) Make it from blueprints. There are none available.

Actually, GTA: San Andreas has one very similar to what you are looking for in the files, but it wasn't used in the game, but could be spawned via other methods:
