Something that has always ground my gears in LCPDFR is when you pull up to a shootout and 10 guys randomly materialize out of thin air, all with the same exact gun, and all shoot at you. It should be such that I can hear gunshots from blocks away, and when I pull up to the scene, the suspects are all spread out and shooting at each other from the start.

That's just my opinion.

" by Peter Griffin lol  Anyways  Yea i think it would be cool that its a Active shootout and wheny ou get on scene at least once you get 2 blocks away. you can either see a shootout or nothing  at all. or even a guy Discharging his weapon Randomly :)... But Yea..... At least the good side of it is  . You do get Random  cops Back up. i mean really. One time i respond and then about 2 to 5 cops Showed up and It was like a WAr zone but it was soooooo GTA IV lol

I think you're running into a fluke where the shots fired location spawns very close to where you are. Mine can spawn far away and often by the time I get there, a few of the gunmen will be already dead, or in extreme situations, I'll get there and everybody will be dead, and I'll get an "Area safe" message right as I'm driving up the street the call is on, ready to bail out of the car.

Yes, this is what I mean. They all just spawn in in this big cluster right as I pull up. It would be great if they were actually all spread out and shooting from the beginning. I have a superclocked GTX 770 and an Intel i7 4770k, I doubt (or would like to doubt) that performance is an issue.

Try setting "PreloadAllModels = True" underneath [Main] in the LCPDFR.ini file. This will force the ped models to load in when the callout is generated rather than when you get closer. It MAY result in them being more spread out when you arrive on scene then. (I cannot guarantee that this will work)

I think your problem is slightly different than the one being described here. From what I've read, it seems Senatov pulls up and they then start moving around and shooting.

 

I've had the problem you're describing, where they just don't move at all. The solution for me was to add more RAM to my computer.

 

I originally had 4 GB of ram and upgraded to 8 GB, solving the issue.

As I said, that was the solution for me. If they are completely frozen and don't react to anything, I would look into what mods you've installed and/or try the LCPD:FR mod on a completely vanilla installation (if possible) and see if there are any differences.

No, there is no bug or glitch going on. The game loads fine. The problem is that the way the shootout callout is scripted, as soon as you pull up at the scene, a random cluster of guys spawn and all shoot directly at me. It would be far more realistic and better if they were already shooting when you are a couple of blocks away and can hear it, and when you pull up at the scene, they are all spread out and behind cover, shooting at each other and at me.
