Will this run LCPDFR?

His CPU is an APU, which has integrated, quite decent graphics. Yes, you can run GTA IV with mods, but don't expect astonishing FPS.

I'm aware of what an APU is, thank you. I said he doesn't have a graphics card, which is true. APU's are great for laptops because they conserve power and combine two normally separate devices into one chip, but they are not for performance computing. GTA IV without mods will run poorly, nevermind with any graphical mods. And due to the game requiring dedicated memory for graphical purposes, he DOES NOT meet the minimum requirements. That doesn't mean the installer won't let the game extract to his hard drive, or even prevent him from starting and playing the game, as some integrated Intel chipsets reportedly work, but it's going to run very, very poorly in comparison to any impressive YouTube videos he may have watched.

Would this run better or worse? I am looking for a computer to play this game but I have no idea what I am doing when it comes to PCs and the items inside the PC.. if you could help me pick a computer that is between $500 to $800 that would run this game smoothly that would be awesome!

It will run the game. But it will not be very smooth. I suggest building your own, it is like expensive legos and it is not very hard. But if you want to go with a pre-bulit system get something like this:   http://shop.lenovo.com/us/en/laptops/ideapad/y-series/y580/

Yep, highly suggest building your own PC for ANY type of non-casual gaming. Building your own PC saves you money & gives you much more bang for your buck.

If you don't want to build your own, ( I'm not sure where else this is available, but in my country ) there's shops where you can get custom PCs built for you. Either by the parts you tell them to put / give them, or some of them will build you one according to your budget.

 

My old PC was custom built by a shop after I gave them my budget, it ran for a solid 10 years (on the 7th year I just had to change the Graphics card & add a little more RAM, but that's about it) before starting to degrade recently as it neared it's end life span.

My biggest problem is I have no idea what I am doing.. I build houses not computers..

This is the exact PC that I own right now. I bought it about a month before Black Friday for about $625. I can play BF3 on Very High settings, but not Ultra (hard to do unless you buy a pc that's $$$$$), and still get lows of 50 FPS. I can play GTA IV on the highest settings with every car modded, an ENB, and ELS with lows of about 45 when there are a million AI Police with their lights going. This is a pretty good (in my opinion) and decently inexpensive computer.

Honestly building houses is a lot more complicated, man. lol Almost everything in the world of computers is color coded (when it comes to desktops anyway), and parts are "keyed" so you can't fit them into the wrong slot. I'd suggest watching some videos on YouTube about it, or using another desktop as a reference while building your new one. But honestly there really aren't that many parts to worry about.
