Are you using a recording program such as Dxtory while attempting to open the ELS menu? If so that is the cause as I also cannot open it while using that program.

It may be that the light textures are showing up, not ELS, so it's possible that ELS isn't even working. And try ELS V6, that worked for me when ELS V7 was not working properly, if that doesn't work you're doing something wrong :unsure:

Another tip, since you purchased GTA IV from Steam, if you open up Steam, go to your library, and right click on GTA IV, there should be an option to compress and back up your directory and what not.
