    Looks like my CPU is clocked to 1.73 Ghz for some reason. Jesus Christ Asus. Shouldn't have bought a laptop.

    I'll share my settings with you. :)

    This should increase your performance:
     
    Since I have Nvidia on my Desktop and Intel HD Graphics on my laptop, I was able to optimize my mod for both.

    Here are my recommended settings:

    No idea, it also depends on your CPU. Personally I've an AMD FX-6300 and a Nvidia GTX660 2Gb and I play with the default settings which are high-end. Try mid-end settings first, and if you experience lags or low framerate, try low-end. If you still experience those problems, try very-low end.

    Same here, ENB's are meant for high end PC's, you can try a low end ENB. Just use: http://www.gta4-mods.com/misc/realityiv-20-f25401 it's a timecycle mod, not an ENB (no ELS effects though) and try disabling shadows and night shadows, that will stop lag (if you have it).

    The Game4Video ENB is a good quality ENB that also make the ELS lights look very nice and crisp as well. Another tip, since you purchased GTA IV from Steam, if you open up Steam, go to your library, and right click on GTA IV, there should be an option to compress and back up your directory and what not.
