You can actually get this error from just having the car mods. Not saving the vehicles at all.

I suggest trying new cars, then. Sometimes specific cars do not react well with GTA IV (or vice versa, depending on how you look at it). Were the stock GTA police cars ever saved at a safe house?

Before you imported your cars, though, did you ever save a police car?

Well, try replacing the stock police cars, then mod them one at a time, to see if you can find the bad model.

Ok o I know im way late on this but reading this did help spmewhat, but how do I replace the original police cars? Anything I've read said replace the regular police cars, the Police Cruiser and the Police Patrol, and only mod the NOOSE Patriot, FBI Buffalo, Stockade and the NOOSE Stockade, but how do I get the original police cars back since I modded them over already?

I get a smpa60 error only when I am in a pursuit and I call for noose. This is a once in a time thing but I was wondering if anyone could tell me how to resolve this issue.

SMPA60 seems to generally be related to when GTA calls a specific saved car. That could be when you have a safehouse, but it could maybe also be emergency backup.

For some odd reason I have started experiencing this issue. It seems to slow my game down, and then when it does crash, it comes up with this error. However, I haven't changed anything on the game for quite some time. Would it be wise just to change all my cars?

I also have a weird crash,but when i have a 3 star wanted level my game crashes and i get a SMPA60 crash I can see the police responding to me from about three blocks away they disapear a minute later i get the error This also happens when I call for noose (my noose car ist stock), only cars i have installed are CJ's 2013 ford intercepter and his CPVI charger and suv. :(  Could it possibly be related to the els.ini lines?

Yes it can be related to ELS7, I had this error with it and I'm not the only one.

I personally don't use ELS 7 so I haven't heard of this problem before.  I'll take your word on ELS 7 causing these issues, and I'll post an addendum shortly.  Thanks for mentioning this.
