It's coming for Christmas and I was wondering if I could speed up gta like with top graphics ( I'm on the lowest and with still lag ) what would make my game faster and run better?

I guess throwing it really hard like a frisbee would make it go faster, but I don't think it will make your gameplay experience any better. Honestly dude, what the hell do you want us to say? Buy a better PC. There's no way around it.

You can download this tool (http://www.piriform.com/speccy) and post the results. 

 

Also, to circumvent a less powerful computer, and maybe get the game up and running, create a txt file called “commandline.txt” (without quotes) in your main GTA IV installation directory. Insert the following lines:

-renderquality 0 -shadowdensity 0 -texturequality 0 -viewdistance 0 -detailquality 0 -novblank -norestrictions -width 320 -height 240 -safemode -windowed -percentvidmem 100 -minspecaudio -novsync -renderquality 0 -frameLimit 0 -nomemrestrict

You are using a laptop, correct? That card is the reason everything runs slow. So, since I am not allowed to say that you should buy a new computer, we'll try something else. What mods are you using? Models and such. Also, did you try the commandline?

You need a better graphics card, I would get a Radeon 7770. There about $100.

If you want to run it without lag, you could try removing the ELS vehicles (by restoring the backup you made previous to installing the models) and disabling ELS.

I don't think you need ELS, it's not that important :P 

 

I think the card craftiegamer linked will do. I just know that you need a better setup than the one you currently have. GTA IV is a very demanding game.

So that card will make my game run faster with better graphics so I can run it high

If you really want to be sure, you get a whole new computer. Anyways, that card is a pretty good card. I don't personally use AMD, I use Nvida. 

Use the Extreme Low Graphics mod with the GTA IV for FPS Laggers mod combined with a good timecyc, and remember, Google is your friend!

Probably, those aren't very high graphics IMO.
