Now i'm loading GTAIV again and then when it is done i will write here.

You forgot to install the .wtd. The .wtd file stores the textures, and when a texture is missing, it comes up white. Install both .wft and .wtd and make sure they are named exactly the same. Or maybe you mixed up 2 wtds and you are trying to use, for example a charger's model, but with a tahoe's texture.

So, now its working i can see the cars. I installed the ELS Mod but if i hit 'J' 'k' or the others nothing happens.  I can only activate the normal sirene with G. I cant open this Menu with alt+m.

Do i need the Trainer for that? What do i need to do to activate the lamps and sirenes?

Did you read the read me? 

Also, If you are using the trainer (it's not needed for ELS), hit CTRL+F in trainer.ini and type in KeyBindingsDisabled=0 > click Find Next then replace 0 with 1 and everytime you start the game trainer keys will be disabled.

I read the 'read me' but i dont understand that. This English is too dificult for me.

I'm not using the trainer. But the ELS Mod is installed i can change the ELS Express Mode. Do i need a numpad to use the ELS Mod?

I can't open the ELS Menubar with alt+m

The english is quite simple... I don't know it in and out, so I suggest you take your time to read it through. I know that it's explained in there :) 

Not if you bind some functions to the NumPad I believe.
