I've gotten that error, and I run GTA on max settings with ENB, 50 fps average.

 

I'm thinking that it depends on your internet connection.

It could but yet u can be the host and still get that message! ping to server=0 so it is not that

Yeah, it isn't necessarily caused by the computer not being able to handle GTA. NB was getting it one time when we tried playing online and he has an i7 3660k @ 3.9 GHz, 16GB RAM, and a GTX 570 with 1.2 GB. I don't know about his internet connection, but I'm pretty sure it's good since he hosted the ArmA 2 server every time and we played just fine.

true but i have my router next to me and its the best that the company provides so im not sure but social is the main cause of it

I'm gonna be honest i removed the paul file just to see what it would to to my game i get slightly better frames now so

This does not fix anything, removing Paul.dll just bypasses the RGSC login, to stop the message from showing, get a better pc, or dont let your FPS drop below 12 For more that 5 sec.
