You know on the back of a CVPI how the brake lights are, the 2 (like any other regular car) on both sides of the trunk, and the one on the very bottom of the back window? I want to put that traffic advisor thing (something just like that or maybe just 5 strobe sections rather than 6) just right above the brake light in the lower, back window. My whole goal here is to match my area's police cars as identically as I possibly can. Can anyone tell me how I can add something like that to the car?

It's called modeling or modding with zmodeler, something you have to be good at first before even thinking about modeling stuff.

The only way you can add that is with zmodeler.. and you're gonna need some skills.

 

But before it can be done. The model has to be unlocked (unlocked means it's able to be modified by other people). If it's lockd then you can't do anything to it.

I'm not necessarily asking for a step by step how to (although one would be more than welcome), but every time I look something like this up on how to do this, pretty much every forum from almost every gta modding website, people are saying that it requires skill including here. What exactly do you mean by "skill"? because I really want to add this little traffic advisor in the rear window. I know if it's locked by the person who put it out, I can't do anything with it, but would I be able to ask him or her to unlock it so I can do this? I don't at all plan on reposting it or sharing it or anything like that. Just for my personal gaming use.

You need to have some general modding knowledge to use Zmodeler. There are a few basic tutorials lurking around, a quick Google search should get you some good results.

There is NO way too add diarrea to a locked vehicle mod.

Nobody will  give you an unlocked model atm of anything, basicly because nobody know who you are and what you're capable of. Work your Zmodeler skills, and once you get better respective modders might even give you an unlocked model. There is NO way too add diarrea to a locked vehicle mod.
