I recommend you use something else other than Photoshop unless you're going to buy it for 598$ I think it costs. Or you could always try it for 30 days, but after 30 days of using it you get used to it and then It was for nothing because it was a trial. I think that there are very good online Photoshop-like programs that are almost or as good as Photoshop. Look on GPM, that's a good place to start.

Photoshop Elements for a beginner, Photoshop CS5 Extended for the advanced people. I'd recommend you start with Elements. If you can't afford the program and you don't sing childrens songs about sailors - Go with GIMP or Paint.net.

It was really difficult for me to get adapted to Photoshop CS5 (I think i have Extended, I'm not sure) , I started with Flash and got used to the Adobe Interface so when you get used to one the other ones are pretty much self explanatory. I must've spend like many time trying to figure out how to use Photoshop, but at the end it's good(and ridiculously expensive.)

So yeah, GIMP is your best option I would say(I think that's the one i saw in GPM and it looks really good)

As I said, I started with Photoshop Elements, in School (by myself without teacher), then got it for my home pc and used it for more than a year. Then my skills grew out of it and I didn't have enough functions, so I upgraded to CS5, it took a while to get used to it but now I can handle photoshop perfectly.

Photoshop CS5 is certainly the industry standard for all vector based image creation & editing. Very powerful tools.

Recommending you to get Adobe Photoshop Elements first. There are alot of tutorials on the internet for photoshop. I suggest you start with lightstreaks or something since lightstreaks look nice and cover most of the basics.

No.

Photoshop cannot even open Vector files or save them. Adobe have vector image editing software called Adobe Illustrator. Photoshop is used to pixel based images and most certainly the industry standard in that. Photoshop Elements should be fine for someone wanting to make skins and is not all that expensive.

No, Photoshop is not free. Elements is about $80, full CS5 goes for about $800.
