I have a Intel HD graphics and I have 64 MB of dedicated video memory, is that slow or fast, because my gta is slow. 

 

My total graphics is: 849 MB, and

 

Shared system memory is: 785 MB.

Very slow. HD Graphics is integrating into the CPU, and integrated cards are not made for gaming.

Well, a 110 yrs old grandma is slow. Your integrated graphic card is slower than this grandma :p

 

You can try to set the graphics settings at the lowest, but I don't know if it'll be really smoother.

EDIT : and maybe a commandline.txt file, search on the forums there are a lot of examples.

Would a commandline help LCPDFR muliplayer too? Because when I go to a muliplayer session with my friends or clan, and like 5 seconds, it saids "You have been disconnected from the game because your computer is running to slowly." Any idea how to fix that too?

You have to get a new 'puter.  That thing would have problems running a browser based MMO.

As said DrDetroit, a new computer would be the best solution, sorry.

Build it yourself it's way better. Check if you want.
