    It is fixed now. I reinstalled GTA IV and it worked. Noticed that there was a missing file from the directory.

    The way to get this fixed is to uninstall ELS v8 and v7 files out of the game directory and install ELS v8.

    Resolved! If people have steam and have this issue. Go to steam, right click on the game and click properties and hit verify game cache/

    do you have a commandline? Here is a commandline that worked for me when I had the same exact same problem. Just put this file into the main directory of the GTA IV folder.
