Who were they chasing?  Bin Laden?

 

I'm not even sure if the President's motorcade has that many police cars!

If those were all different cars, it was probably around the size of the Vice President's motorcade, or maybe a bit larger or smaller. Motorcades are multiple cars across, so while they're shorter, they have more units than you'd guess. They also have motorcycles, which are very compressed.

I know for a fact they weren't chasing bin Laden; if they were, the cars would more likely say "Raccoon City Police".

in america and canada urban areas, there are more police than anyone knows what to do with. they keep hiring due to political reasons because there is the public mindset that more cops = safety. truth is, most of them have *nothing* to do. and they work rotating shifts of 2 on 3 off with insane vacation time. there are exceptions but that's the norm.

 

so when there is a pursuit or an event, it is literally the only time most of them will ever get to do anything and they all join.

 

there is also a big "see me fear me" mindset which means that when there is an event, all agencies within physical distance MUST send a few units to join in, for the media coverage, so they can get their livery on there and show presence. for instance, county pursuit. all 5 cities in said county join in for no actual reason.

 

over in europe police is often under much more centralized control diminishing the need for this "competition" between departments. but in the US literally any town, as long as they can pay for it, can get their own police force/fire/ems. throw into the mix university police (the latest fad!) and you have even more agencies fighting for screen time

At 1:57 if you look closely on 1080p, that might be the new CHP Police Interceptor Utility. Really hard to see.

And if you think it's weird to send a lot of cops to a police chase, well it's not, you have to take into consideration, that the suspect can crash into another civilian, that civilian will defiantely need help, then there's the fact that some parts of the highway they must shut, that need another unit, then they might need to close intersections so that people don't run into the red light runners. After all that we haven't talked about how dangerous that suspect can be. They don't know who's inside, what he has or what his intentions are. Having a lot of cops shouting to drop your gun, or get out of the car, is much more effective then just 1 single cop trying to stop you. The police departments in south CA are really good at this, but they should be, since as far as I know, they have a lot of car chases.
