  1. What are you actually asking? is it moral? sure. why not. Is it compatible with current society? no. mob justice (what this essentially is) is bypassing all checks and balances for abuse. There is a lot of that right now in india and brazil due to the legal system and police being unable to cope for a variety of reasons. Does it help reduce crime? NO NOT AT ALL. DOES ABSOLUTELY NOTHING.

New gen nvidia cards are due this fall. the 1080 is over 2 years old now and so overpriced its hilarious. there is literally no need to run gta off an ssd. ive done it either way, now my steam folder is on a 2.5 drive (i like them over 3.5") 4790 series while great cpu is old socket design. its 4 years old. its totally not worth swapping a mobo for it at this point.. unless you can get the whole thing on the cheap. but retail you are looking at 500$ for the cpu and a good mobo for it. which is the same price when it came out, 4+ years ago.... ram.... 32-64gb because windows 10 is such an epic nightmare it cashes everything to ram. 16g for win 7 works just fine.

  4. patch day 4 or 5. replace police 3 there.. you have to find the last location (ie last update) the vehicle you are placing is located in. police3 is a patch after police1/2
    Version 5 is fantastic, but with 6, something went terribly wrong. Lights are dimmer than stock. Changing back to v5 fixes it.
  5. ragehook is a .dll hook. blades' hook is an .asi hook both do the same thing, but for addons coded in different languages and methods. currently everybody is waiting on somebody else to update their thing with every GTA update. eventually somebody somewhere will stop and that will break everything. in 4, all mods ran on a single type of hook (im not counting LUA). with 5 we have a split

When ford announced it would cease to produce the crownvic (and entire panther platform), LAPD was one of the few agencies to place orders for thousands of them as well as buy up any remaining vehicles. They said they have the support structure for them and don't want to switch. Basically they have crownvics for over a decade into the future now.
  7. It varies by department, let alone country. Every department has its own particulars about response rules. Also 10 codes aren't even universal.. Most overlap but a decent number mean different things to different locales. Typically every responder uses judgment on how to respond unless specifically noted. So code 1 may very well mean full Rambo while 3 could be just lights on to clear intersections and then nada. There is no universal procedure nor is it binding. Department policy is just that, and there are over 18000 departments in the USA alone.
  8. ​Its all about the immersion, since all this is happening on a screen and its something you see, not feel, touch, smell etc. Are you saying proper visuals and models are irrelevant to the user experience? well rip all the people making enbs and what not. they add nothing to the game according to you. . I am not sure why you are trying to imply i said they are tied together. Quite confused where you get the interpretation for your entire post really.
  9. I know im in the miniscule minority on this and lots will have to try hard not to flame, but i'll repeat that release needs to be held back until custom models are importable in game. Otherwise its just meh since stock police cars are as usual, horrible. Unless there is a compelling reason to release before than that is.
  10. ​So I went to take a look. Sounds like your typical "we might include that if you give us more money, but give us the money first and we will do it later". Without getting into it, that sounds like so many other games that were sold on promises but never finished, games I shall not name. It aint killing anything. As soon as people figure how to get models in the game, gta5 will explode with awesome. Soon.

  12. Following present mod issues on the other forum, there seems to be an issue with social club autoupdating modified game files before launching the game. Any input on that? Will that affect the mod? ASFIK no solution yet. Some ghettorigged workarounds that make my head spin just reading about.
  13. ​For that to happen game needs to be 1. editable. that means packing/unpacking/repacking/ the rpf files and any contained independently encrypted files 2. hook to the main exe with full control 3. known list of calls to game engine aka natives. lms said they appear to either be encrypted or masked with random hex for fucks know what reason. so somebody either needs to trial and error map them or pull the list from somewhere. once these 3 are present, you can actually start modding the game. so... its all dependent on the speed it gets achieved with.
  14. If you guys actually read that thread there, you will realize modding isn't that near yet. They can read the RPF but cannot edit them. The encryption key can also likely be changed with a random update forced on by rockstar rendering the whole thing obsolete. There are ways to manage that but that's if that occurs after editing key has been broken to begin with. The game also uses update packs to supersede game files so modding will require that update pack itself is modded or overridden. So you might have to mod 2 things to actually get content in game. The biggest concern right now is rockstar forcing constant updates disabling any progress. This will result in a GTA4 0.4 vs 0.7 patch fiasco where some people stopped updating past 04 since 07 patch broke a lot. Time will tell. On the upside, the game is really stable so looks like the engine can take some modding abuse

  17. one day I need to pinpoint them on the map for all to see. since that's all I really do in this game anyway. traffic and stuff. have hunted just about every spot in the city
  18. this is why I don't even post here anymore.. roads are the same WIDTH across the entire country. this is a federal DOT mandate. number of lanes is irrelevant. in V the width of the lanes is way out of scale so you can drive through/between cars. in 4 and below they are to scale consoly = arcade. damage is unrealistic, cars cannot roll over or be flipped and no, traffic isn't anywhere as dense as it was in 4. this is compensate for the huge map nonetheless, which is actually ok.
  19. From watching live streams of it (I don't do consoles), the console version lacks traffic/people big time. Also the handling is very arcade and the roads are wider than in real life. 4 is just more to scale so... if they release this for the pc, it will really take a lot of optimization and im not sure if they will have to really redesign things. So far honestly it looks console only. But compared to older versions, V really looks very consoly top to bottom. A port might not be possible, I doubt they have been working on a separate PC only version. Then again who knows
