My LSPDFR keeps saying LSPDFR.dll has crashed, I tried renaming my mods folder to _mods but my vehicles that I added is no longer in there.

I'm pretty sure it's callouts Incompatibility, try to reinstall the one-by-one, if doesn't help, here similar topic

Hello sorry but I think the problem happens when I scroll around the EUP menu

Yeah, according to log file, there is problem with CrimesManager (And I think it's somehow connected to Detective agency), maybe ambient event, maybe some cop was trying to spawn, maybe callout which causing crash, but personally I didn't saw kinda crash in my experience, so could be mistaken.

try adding this line to gtav/lspdfr/lspdfr.ini:

Ambient.DisableEscapedSuspectEncounter = true

WorldEvents.IntervalMultiplier = 0.0f
WorldEvents.MaxNumberOfEvents = 0

Hi I tried this and added some mods but my game started to crash more I thing most likely because of the mods

pls only post the ragepluginhook.log from the main gta folder, not the logs folder. there should be no date or numbers on the file name.

This appears to be a Rage.Ped issue. Rename mods to _mods and see if there are any further problems.

Hello, I haven't tried playing the game fully if I do rename my mods folder to _mods since my cars changes to the vanilla lspd cars, is there another solution to that?

Yes. That is what happens when the mods folder gets disabled by renaming it. If that works, then there is a conflict with a custom outfit most likely.

Adding on, I would also recommend:
1. Remove: Callout Manager, FBI Callouts, IG Callouts, and United Callouts for a better experience.
