Lennyy's post in Character only wears civilian clothing. was marked as the answerYou appear to have old EUP configs installed. Go to the lowercase lspdfr folder -> data and delete agency xml, backup xml as well as the entire custom folder.
Redownload LSPDFR from our website and drag the lowercase lspdfr-> data folder into your game directory folder. Ensure you end up with agency and backup XML in the same spot as before deleting them.
You may have to reproduce this for ultimate backup / policing redefined.
Delete the plugins region xml files in their subfolder (Plugins>LSPDFR>UB/PR) and grab fresh ones from the download archive of whatever plugin you use.
If you don’t use any of the two and only use the LSPDFR backup menu, step 1 will also fix that.

The input comes from wardrobe outfits you created with EUPMenu, and the output goes into the XML files depending on where you want them exactly.

Agency xmls will handle ambiently spawned units. For customising backup units you’ll need to edit the policing redefined or ultimate backup xmls (depends on what you have installed).

"An item with the same key has already been added" means you have a zone twice in two different regions/units. A zone is something like "AIRP" for Los Santos International Airport or "ROCKF" for Rockford Hills.

As for your other question, other than lowering texture settings in GTA V itself, there's not much you can do tbh.
You're not meeting the recommended specs for GTA V at all, LSPDFR will just need even more resources to run comfortably.

Do NOT post the contents of the file, attach the file itself please.
