You appear to have old EUP configs installed. Go to the lowercase lspdfr folder -> data and delete agency xml, backup xml as well as the entire custom folder.
Redownload LSPDFR from our website and drag the lowercase lspdfr-> data folder into your game directory folder. Ensure you end up with agency and backup XML in the same spot as before deleting them.
You may have to reproduce this for ultimate backup / policing redefined.
Delete the plugins region xml files in their subfolder (Plugins>LSPDFR>UB/PR) and grab fresh ones from the download archive of whatever plugin you use.

If you don’t use any of the two and only use the LSPDFR backup menu, step 1 will also fix that.

Me givng you a detailed written guide surely won't be easier than just watching a video. Mainly, you want to use a converter tool like this: https://www.lcpdfr.com/downloads/gta5mods/scripts/45371-euptoub-converter/
The input comes from wardrobe outfits you created with EUPMenu, and the output goes into the XML files depending on where you want them exactly.

I just saw you were using DLS as well. Can you temp. remove that and see if that helps ELS load correctly?

Add your user profiles to full permission for the GTA V folder. To do that, right click the GTA V install folder, go to properties, security and add all permissions.

Your pdcomp plugin is missing a file. You seem to have skipped the installation guide:

Does it stop crashing when you start GTA V first fully loading in game, then alt tab and start RPH?

Using addon cars is easier in my honest opinion. You won’t have to deal with any issues replaces come with and you get extra slots.

Agency xmls will handle ambiently spawned units. For customising backup units you’ll need to edit the policing redefined or ultimate backup xmls (depends on what you have installed).

Remove MoreRadioChatter, retry.

Something with AmbientAICallouts went south.
How about you temporarily remove it and see if you still crash after 20-30 min.

Your custom regions file is faulty. "An item with the same key has already been added" means you have a zone twice in two different regions/units. A zone is something like "AIRP" for Los Santos International Airport or "ROCKF" for Rockford Hills.

Do you have pedprops limit adjuster installed?

LSPDFR-specific plugins (such as the ones mentioned by you) will never show up in RPH's plugins tab as they are loaded via LSPDFR itself.

Your crash is related to Policing Redefined; you seem to have swapped keybinds in its .ini file, however, the letter ù doesn't exist in that context. You can find available keybinds here.

Have you modified any of the GPs ' XMLs at all? Try removing your custom grammar folder and play with the default one.
Your log displays an error coming from GP, but I'm not sure why.

StopThePed comes with installation instructions.

As for your other question, other than lowering texture settings in GTA V itself, there's not much you can do tbh.
You're not meeting the recommended specs for GTA V at all, LSPDFR will just need even more resources to run comfortably.

The issue could be caused by a faulty mods folder, rename mods to _mods and retry.

When installing addons, make sure you also install a gameconfig, heap and packfile limit adjuster.

If you’re using policing redefined you’ll need another set of EUP compatible configs for PR.
The ones I linked won’t affect PRs backup.

You need to add the livery flag to its meta entry (FLAG_HAS_LIVERY) and add more liveries following the same naming scheme. For example if your livery file name is explorer_sign_1, you can add explorer_sign_2.

Please attach the RagePluginHook.log file. A text document found in your main GTA V directory, NOT in your logs folder. It has no numbers in its file name.
Do NOT post the contents of the file, attach the file itself please.
