So i was reading a couple articles and apparently GTA V is available some places to pre order for PC, not sure how much truth there is to this, but i did however order it for PS3 the other day at Gamestop, no specific release date, but it does come out Spring 2013, anywho, can someone shed some light on how true this is?

It's like the placeholder release dates, they do it so they have something to show.

So basically even though it say's spring 2013, doesn't mean it will be released Spring 2013?

GTA IV PC version wasn't released until a few months after the console versions were out. If Rockstar does release a PC version it's likely to go that same way because they'll be porting it over.

Amazon has never put anything up that it's not a 100% sure of. They probably talked to T2. However, Spring 2013 is unlikely. I predict something like Fall 2013 or Winter 2013 for the PC version.
