I want to know What Kind of things I need to get before I can download LCPDFR, And Do I need a GTA IV CD?

Well you need to install the game if you havent already, then patch it to 1.0.7.0: http://games.softpedia.com/get/Patch/Grand-Theft-Auto-IV-Patch.shtml

Then you need to download .NET Framework 4: Full Profile, Visual C++ 2010 Redistributable & Games for Windows Live Redistributable 3, and then install LCPD:FR.

Install everything he said but BEFORE you install LCPD:FR, start GTA and make sure it works and that your computer will run it. Then after you've tested it and know the game runs on your machine then you can make a backup of the GTA IV folder and then install LCPD:FR and whatever else you want. I say test the game prior to installing LCPD:FR because if the game doesn't run after FR is installed then you know where your issue is. Making a backup will take a few minutes but it will save you a lot of time when you don't have to re-install the game if you screw something up. Worry about car mods, script mods, player mods, etc after you have everything running smoothly and test the game after installing something. Its hard to troubleshoot when you install 15 mods at once and the game doesn't work

Do you need to have finished GTA or be in a certain stage in the game? 

There's like 50 million of these threads already, use the search bar guys.

1.) Retail copy of GTA IV
2.) Make sure your computer meets the minimum requirements (read the box or use Google)
3.) Download the mod from this website and install whatever other junk you want.
4.) You're game wont look pretty and run fast like all the fancy YouTube videos unless you have a powerful computer, sorry budget gamers.
