The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Any modded vehicle has a strange bug where whenever you turn on stage 3 lights all of the vehicle parts start flashing, I assume its just the modifications but I'm not entirely sure

 

Have clean restarted atleast 5 times in the past 12 hours and I'm on the verge of just not playing anymore, just have no idea whats wrong, even after looking at many videos and reddit/forum posts.
Any help would be very very appreciative!

LSPDFR is designed for a vanilla (unmodified) game. Sadly, I don't know much about modded vehicles so I cannot answer that question.
 

In regards to your crash, this is caused by ManiacCallouts but the primary cause is a vehicle not existing that should. This could be caused by a bug in ManiacCallouts, a bad vehicle (so mods folder) or high poly vehicle mods causing vehicles to be despawned more than they should be.

so could i just remove maniac callouts and it should be fine?

This sounds like you're using ELS with non-ELS vehicles.

no it is i was just installing it wrong, for some reason theres no tutorial or anything on it

Are you trying to use els settings on non-els? You literally can't do that, the non-els vehicles are that, they do not function with ELS.
