The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I checked the keybindings and it turned out that you are right: CTRL+F3 opens the menu, C opens the radio.

    I think LCtrl+F2 are settings and LCtrl+F3 is the interface.

    f2 has always been action replay, thats a gta key, change that in gta bindings.

    LControlKey+F2 is the grammar police settings key, you can change it in the grammar police .ini
