The "FBI2" and "SHERIFF2" ( Or SWAT SUV's ) don't spawn with a ped inside. When LSPDFR is loaded in, they just spawn in the middle of the road without a ped. When LSPDFR isn't loaded, the SWAT SUV's just drive around without a driver ( They only spawn when I have 4-5 stars, they don't have a police blip too, like the flashing red and blue dot on the map. ) 

 

I didn't really install anything when this happened, It just happened randomly. I don't edit dispatch.meta, vehicles.meta and stuff before this happened either.

 

I do have a replacement for the "SHERIFF2" and "FBI2" but I don't think that it's the problem since it all worked fine when I installed it and tried it.

 

Another thing, when I try to steal the SWAT SUV's, the doors are locked. But when LSPDFR is loaded and I try to steal it/get in, it crashes my game.

 

Also, sometimes LSPDFR loads a lot of "SHERIFF2" SUV's because It thinks that It's not loading them.

Seems like this is the problem with your game, not LSPDFR. Try temperary rename mods folder to _mods, for example, and verify game files.

So, rename the "mods" folder to "_mods", then verify game files. Then run the game with the mods folder being "_mods"?

Game will not see _mods folder, and when you verify your game files, you will be sure that your game is fine. Try to play without Rage and LSPDFR, to make sure that SWAT NPC will spawn in their cars, FBI2 and SHERIFF2. Then try to play in LSPDFR, if evrything still OK, try reinstall your mods properly in new mods folder.

As I can judge it is problem with the cars you have installed. All I can advice to you - find another pack. Well, you see, Author of your cars messed up vehicle.meta file, and it's cause the crash. I gives link for one of packs, install this cars or not, it's up to you.

Well, the pack I have installed doesn't require me to change the vehicles.meta...

But I tried the pack, it still doesn't work.

You need install this cars on CLEAR mods folder. Or maybe you somehow installed the machines incorrectly.
