This has been brought up many times. The biggest issue is implementation. If you were forcing people to be at a certain rank until they achieved a certain number of stats, that doesnt really work. Issue is that a lot of people dont like to choose their rank. Another issue is that if the stats were based off of LSPDFR arrests, most people use STP or another mod to do arrests which dont count towards the LSPDFR Sync Stats to my knowledge.

As he said this has been posted before, but I have an interesting thing to note. This has been already done in the game Police Simulator: Patrol Duty (terrible game, don't every buy it, I regret it and cant get a refund) and it basically acts as the progression in the game. You unlock cars, weapons and other things, however it was so poorly done that I don't think anyone liked it. You would have to mess with the level of grind and unlocks to make it both rewarding and fun.

 

Remember, most people play lspdfr for fun and dont want to have restrictions put on them other than what they put on themselves. Could it work? Possibly if it was an optional extra with lots of beta testing and allowed other plugins like stop the ped to count towards experience. Is it going to happen? Most likely not.
