    Compulite is better as it is regularly maintained, while Computer+, is not.
    In your case, if the stolen vehicle was in a callout, it may have not been compatible with Compulite.

    Do this in the following order. No shortcuts
    open OpenIV
    Uninstall the ASI loader
    close OpenIV
    open OpenIV again
    Install the ASI loader
    close Open IV 
    Restart the computer.

    A few things:
    - CalloutsZ looks to be installed in the wrong place. Move it from GTAV/Plugins to GTA/Plugins/LSPDFR
    - Your Compulite xml is throwing an exception, looks like it's missing a ">" at Line 164 position 37 (LSPD First Response: CompuLite: Problem on Loading Citations.xml: System.Xml.XmlException: '' is an unexpected token. The expected token is '>'. Line 164, position 37.)
    - Your LSPDFR crashed due to a System.Exception, which is usually indicative of a random crash. Shouldn't be an issue in the long run, however I would recommend getting in touch with the developers of DynamicCallouts and send your log their way and let them have a look at it.

    Do this in the following order. No shortcuts

    Your "phone notification" clue was the one.  Googled that a bit, and linked on to a few other support posts in here about notifications for STP, callouts, and such, not coming through.  All mentioned the "phone notifications" setting being turned off.  So, yeah - loaded into my game, confirmed my issue was still happening.  Then, went to the in-game pause menu / settings / notifications --> there are 10 or so to choose from, and sure enough, the "phone" option in mine was toggled "off".  Toggled it back "on", and went back into game........BINGO!  All the notifications started coming up like usual again - ped checks, search results, breathalyzer/drug swabs, the "force duty" vomit-load of info spilling up the left side.  I tell you, a beautiful sight to behold, lol!
     
    Have no idea when/why/how that ever got toggled off.  I don't recall ever seeing that menu before, so I can't imagine I actually toggled it off myself last week.  And, then so weird that it would stay that way through game save reloads and even fresh installs.  You wouldn't think that would be a default option. Apparently, in the regular GTA V, those phone notifications happen a lot - players want an options to turn it off.  
     
    Anyhow, whatever, however.  Thanks again, man.  Now.............back to work rebuilding my game!  *sigh*

    Anyway.
    The log only seems to pick up 5 LSPDFR plugins:
    I would check where you installed the rest, if you do have more.
     
    Sounds like your notifications also aren't coming through, I believe there's a setting for phone notifications, though I'm not sure why it's disabled.
    I would remove all Bejo's files and do a clean reinstall of them if you have any more problems with them.
    As for your audio, this is a wild guess, but check your audio sources and try one at a time; I've had something where some audio would output to speaker and others would output to headphone...

    Unknown trouble. Mutliple situations and outcomes. Prank calls that could end up in ambushes, etc.

    A well-executed domestic disturbance is something I've been looking into. Existing calls are lacking in variety and realism.

    I know, this may sound a bit dramatic, but I can't help but wonder why the enormous potential of this mod seems to be going to waste. LSPDFR was initially released in 2015, which was 6 years ago.. but still, it lacks so many features compared to LCPDFR, of which the last version, version 1.1, was also released 6 years after its initial release. It feels as though LSPDFR has great, very polished foundations, but no "house" to give it a purpose. We have a great characters system, awesome appartements, some very polished animations and police related functions, but.. ultimately, they're all very situational.
     
    LCPDFR had "complex" traffic stops with multiple dialogue options, partners, a hardcore mode, an interesting variety of callouts, lightning control and even an integrated ALPR system! All of this made LCPDFR a very interesting and fun experience!
     
    Sure, you can rely on plugins like BejoIjo's or Rich's (love your stuff man) to fill that empty space but it often means you have to scrap some of those great but limited functions I was mentionning earlier to make it all work, like in BejoIjo's case.
     
    Anyways, I guess my main point is.. isn't it time to change focus and to actually start to create gameplay value on top of those great foundations we have?
     
    And to be clear, I'm not criticizing the frequency of updates nor the investement of the devs in this project, which is more than sufficient in my book (we're all adults, we have more going in our lives than just video games), but the way development seems to focus (in my opinion, as always) on less important features.

    You need to Progress further in the story(Ideally till you can free roam as franklin) you can do that manually by playing or just install a custom game save

    You can but it doesn't work like EUP. Once you installed the peds (correctly?!), you can equip them via a trainer (e.g simple trainer)

    A few steps you can do to maybe resolve that issue:

    1. Go into your lspdfr.ini file and set Main.PreloadAllModels to false.
     
    2. Remove any high poly vehicles. Anything above 200,000 may cause you issues.
     
    3. Downgrade any 4K textures
     
    4. Lower your texture quality in the GTAV settings.

    in openIV you can open a cars yft (e.g police4). In the top left it will say x polygons. If a car has a very high amount of polys it has a heavier impact on your game and may cause the issue you described.

    Delete the file with the extension .db. It will generate a new one the next time you have a court case.

    You can just decide to not load GTA with Rage and therefore not load LSPDFR. Whenever you want to play LSPDFR just start gta and rage. The one thing doesn’t affect the other means you can play the story mode regardless of LSPDFR being installed.
