No clue, but I have seen it on live pd lol!

The info I read said they were cellular modems/transmitters for the Live PD equipment.

Can you change it to the license plates use the ingame plates? and not test pilot.

I'm having the same problem that other people are having with the black thing surrounding the vehicle at a certain distance, other than that this vehicle is great.

I think you should uv map the things on the back in the next update.

They actually are, but it looks weird. I think I need to change the material.

You can just change the model name to FBI

i know this vehicle is an older release but i thought id show some love an showcased it on my channel heres the link for anyone that would like to see what it looks like 

its a nice vehicle the tint was abit dark on the windows
