    Welcome to something that has been in the making since I've gotten my hands on ELS, something that has taken more hours then you guys could understand. I've pulled out all the stops for this pack. I've taken all your guys' feedback on my screenshots, and I've done my best to destroy it in the realistic/quality/immersion department. I've done my best to simplify the installation of this file. For those of you who are looking for an add-on version of this pack, you're going to have to wait a little longer, as I've got barely any time to even upload this. So without further adieu, I present to you my pride and joy, the 2017 California Highway Patrol ELS mega pack, or whatever you want to call it. 


I've updated the pack to include updates to the majority of cars, an add-on version of the pack(.oiv format), and the templates that everyone has requested!

ELS USE IN GAME

=================================
When in game, the lights will work as i've designed for them to. When you exit the vehicle, the entire front of the vehicle will steady burn as it will mimic the 
CHP Traffic Stop pattern. I can't stop this from happening. 

 

When you are using any of the vehicles in this pack, and you preform a traffic stop, I HIGHLY recommend hitting alt-j to go to light stage two and hitting L to turn on the 
front of the vehicle. This; A, enhances realism and B, makes the car look really pretty. 

 

There are multiple other features that I will leave for you guys to find out with the CHP settings.

There are some things I have been unable to do with this pack and there are some things i've been able to do.

 

There is no way for me to turn off the park mode steadyburn for when you get out of the vehicle.

 

If you want to "reset" the pattern for the vehicle if some reason it becomes out of sync, simply press alt-J and then j again.

INSTALLATION INSTRUCTIONS

=================================

 

-To install any of these vehicles, Navigate to the latest patch day that you install vehicles to, I've found success with patchday10, and drag all vehicle files into the patch day
Location: Grand Theft Auto V\mods\update\x64\dlcpacks\patchday10ng\dlc.rpf\x64\levels\gta5\vehicles.rpf

 

-To install any VCFs with the pack
Location: Grand Theft Auto V\ELS\pack_default

 

-To install any included vehicle metas files
Location: Grand Theft Auto V\mods\update\update.rpf\common\data\levels\gta5

 

COMMON QUESTIONS
=================================

Q: Why aren't my lights bright?
A: You do not have light-enhancing mods installed. Download RadianceV and/or, other mods that increase emergency lighting brightness.

 

Q: Where is _____(insert any vehicle here)?

A: I've made the main vehicles of the CHP fleet as I've seen. At this point I am Content with the 16 Vehicles.

 

Q: Will you please help me ins--
A: Did you read the readme? No? The installation is simple.

 

Q: I don't have Patchday10/anything else?
A: Then put the car in your latest patch day, or copy patchday10/anything else over from your base game into your mods folder.
 
Q: Why does my game crash after I install the car/meta/carcol?
A: Make sure you have no spaces when you copied the line, make sure you're installing it in the right location and back all your shit up. 

 

Q: Will you send me ______?
A: No.

 

Q: Can I make skins for this Pack?
A: By all means, go ahead, just dont re-upload the vehicle model itself.

 

Q: Can I have the templates for this pack?

A: In the next update, hopefully I remember to add them.

 

PACK NOTES
=================================
Before i get started, please, please PLEASE don't ask me where this vehicle is, or why i didn't make this vehicle. There are 14 in this pack, please be happy with what i've 
made so far.

 

- All vehicles do have working takedowns with working spotlights

 

- All vehicles feature the same CHP setup as in real life

 

- All vehicles have accurate interior equipment

 

- All vehicles feature accurate antenna setups 

 

- K9 vehicles have a spawnable dog in the rear of the vehicle, for those of you who do or don't use a k9 mod

 

- If I haven't included a version for add-on vehicles that is in an .oiv format, then i will include one at a later date.

 

- There is approx 14 vehicles in this current phase of the pack, phase 2 will have a few more vehicles, that are the more abstract vehicles in the CHP fleet.

 

- A huge thanks to officer27 for the CHP and SAHP skins.

 

- With the large amount of vehicles in this pack, there are bound to be some issues with vehicles. Please let me know of any bugs you find and i'll do my best to fix them

 

  I'm going to be doing my best to update this pack with as many cars as I can make, and fixing any bugs i come across in the midst of it. Please consider following the file to make sure you receive all updates for the file!

 

Flawless video by @mroxplay, also you need to start making music mixes, the transition between songs was fantastic!

What's New in Version 1.1.0

Released

-Fixed all vehicles that have a liberty (missing one module on the passenger side)

-Fixed the 2006 CVPI Vision somehow having being affected by tint.

-Fixed the expedition's rear blues on the liberty not working

-Fixed 2013 Explorer's mirror lights not being synced
-Fixed some of the spotlights, not all, didn't have time to do others as i've been working crazy overtime.

-Fixed some VCF issues (once again they are all customizable);

  • 2006 CVPI traffic advisor should be customizable to your liking, i've left it on the default TRAF pattern
  • All motorcycles (Policeb) should now automatically go to stage 3, as there is nothing with the other two stages

-Added 2013 Harley Davidson Electraglide motorcycle

-Added the Add-On Version .oiv

-Uploaded all templates

Also, I installed the '16 FPIU (explorer) into the sheriff 2 slot, the .meta currently attached to it is for your '16 FPIU ELS non-CHP model, but the vehicle operates a bit floaty with wide turns making high speed driving difficult. Also, for people who are not familiar with the FPIU Ford Explorer package, it is the same as their Taurus based interceptor model, just taller as an SUV.  If you train in any EVOC setting for low speed courses, they will tell you the same. They are not very large vehicles, the height is just deceiving. The Tahoes, by contrast, are actually fairly large vehicles. Definitely larger than the FPIU. At any rate, it's just a game and there are any number of vehicle model and texture combinations available to you. As the author stated, if you do not like a vehicle for any reason, do not use it. This should be common sense. 

Oh, follow-up question: any plan to make an ELS version of your 2013 Electraglide motorbike? My local CHP still uses them more frequently than the BMW 1200 so far as I have seen, so it would feel a little more accurate to me but there's nothing wrong with your current bike.

Well your problem with the handling lies in what you said. That other model was nothing compared to this one. For meta lines, I use the default police3 with GTA REDUX handling. Another line that will work is the Gresley. 

 

To spawn the canine in the canine vehicles, go to the components menu in the trainer, go to extra 12 and toggle it. 

 

The harley will be coming in a later update. I'm currently burnt out from doing CHP.

hi i got a little problem the light of the cars stay on the holl time when i try ot get on sirens i only get the sound en noting els happen i have els but els. but els wont show up so any ideas to get this work.

I've noticed a small issue with the headlamps of the 13 Explorer. It seems like the glass disappear when it's in the shadow. Is it ment to be like that?

@Thehurk I dont kow how to do the whole default siren thing for sheriff for the rotators and could find anything on it either

@Marquess Not quite sure If you know what the CHP flash pattern looks like, but this is what it looks like. The way the lights are set up, is the way Lt.Caine, the creator of ELS intended for them to be. This pack uses the CHP setting in the VCFs to maximize the cars to look like their real life counterparts. If you want to play accurately with the CHP vehicles, you shouldn't be using cruise mode. All vehicles have working takedowns, whether it be with the spotlight, or with the lightbar and spotlight, you must just not be turning them on. The ambient lights on the Vision CVPI i can not change how they look in your game, that's not my issue, them also being too dim is not something I can control now that Rockstar has disabled the use of emissivemultiplier in Zmodeler.


Also I don't know if you ever have seen a California car, but they have this little law, that requires a steadyburn red light on every vehicle.

It's unfortunate that there are so many people giving low scores because they are clearly uninformed, to put it nicely anyways.. 

 

My theory is that people who are complaining about the lighting set-up didn't bother reading the title of the pack or don't realize that California is a real place, since these vehicles are replicas of the CHP and not inspired/original idea.

Really loving this pack great job and thanks :thumbsup: i just have 1 question i placed the 2009 crown vic in "policeold1" slot but i can't change any skins with simple trainer it just shows a value of -1 in change livery option how can i fix this?

are you aware of an issue where traffic stop mode doesn't apply full steady burns to the front of the '13 explorer just the mirror beams? or is this just me

Ok, so i read EVERYTHING that you have said about the megapack, and when i follow your steps to  replace the Meta (vehicle meta files
Location: Grand Theft Auto V\mods\update\update.rpf\common\data\levels\gta5) in OPENIV, Update.rph is not there and it is a diff folder, i have been trying alternate routes for about 1/2 hour, and can not find the really big Vehicle Meta File, only small ones with a few select Cars. Can someone that knows what they are doing help me Via TeamViewer or some other means? And Do i really need the Vehicle Meta Files?

Love the pack and everything is awesome.  Only small issue I have is that there's no emissive lighting from the Vision lightbar on the 2006 CVPI.  Is this intentional or is there a suggestion to make it work?

Guys, I have a bit of a problem. I’ve installed the 2006 CVPI in the “policeold2” slot, most of the vehicles.meta was copied from the “sheriff” slot. The vehicle works mostly, except for the lightbar. It’s, being rotary, is always front-facing steadyburn, the rotors don’t work in any lightstage or siren mode. Any way to fix it?

Love this pack, so thankful that Thehurk worked so hard on this! 

 

I have a question about the 2013 Marked Utility. For some reason when I step out of the vehicle on light stage 3 my front FULL steady burns do not activate. I have also tried to reinstall the .xml file for ELS but unfortunately this did not work. The front steady burns are working on my other installed vehicles, like the crown vic. Thanks, hope that someone has an answer to this. :)

@Thehurk Image of the 2006 CVPI with black lightbar. In police4 slot patchday13 with the ELS file named police4. No meta edits cause there was nothing in the folder.

Have you tried removing tint from the windows?

looks like it could be a meta issue.  I know sometimes metas can cause issue with cars using the wrong textures. Try putting it in another slot like police or something.

change the carvariations to sirensetting 13.

What do you mean by no emissive texture? Do you mean the CA steadyburn? Have you made sure the carvariations is set to sirensetting 13?

Didn't change anything in the metas cause it didn't specify to in the installation files. I'll do that and see how it goes.
