Capitalization is inconsistent, and also wouldn't there be US government plates on an FBI vehicle?

I love how right above FIB it says FBI. CA exempt on a Federal Goverment vehicle... That makes perfect sense! Also it's perfectly normal to have things capitalized on one side, but not on the other. That's like me saying "hey BudDy! wHat's Up?".
