So my only issue with the truck (don't know if its supped to be like this) but the lights are not flashing which I was kinda hoping for

What do you mean they aren't flashing? Do you have ELS 8.51 installed?

I put the els config in my els folder and usually it works. but when I went in game, it was a stationary light

You probably need to turn on the ELS for biff in your slot control.

gg. This is awesome. I have been waiting for someone to make this. I am going to hopefully work on the F-150 textures soon. I tried making this dump truck before but I could never figure out zmodeler.
