For people who are still getting sick from being ran over by drivers freaking out because of gunshots, StopShittingbricks® might be the answer.

StopShittingBricks® stops peds in cars from, well, shitting bricks / freaking out and running you over.
StopShittingBricks® is not a plugin but a file modification, so performance drops are non-existent.

StopShittingBricks® will stop most peds in vehicles from freaking out when shots are fired, they will still react when being shot at.
Peds on foot are unchanged.

Please note that this is an alpha version, and it is not perfect yet, some cars might still freak out.

Place the included events.meta in update/update.rpf/common/data using OpenIV.
A backup file is also provided.

Does this stop peds on food from freaking out too? I didn't like that part of KeepCalm as everyone would be standing around as gunshouts happened and animals wouldn't run away.

If you define 'working well' as typically 20-30 FPS loss and more the longer you play, I guess I can see your point.

So, does this make them behave more like the GTA IV AI? Aim a weapon at somebody in a car and they get out and run?

They will most likely run you over/flee if you aim a weapon at them or their car.

I tested this out and I found that there was a randomness to the way the AI reacted to shots fired. Some will sit there calmly, others will speed off and smash into everything, yet others won't and just simply get out the car and run and will drive off in a normal but speeded up manner. Ped's just scream and run away as normal though lol, you can definitely tell the difference between the standard events file and this. The major thing I did noticed is that I was getting pretty unstable and big FPS drops while I had this installed. Usually in the city I can average 40-45 FPS (most of my settings are on high to very nigh) and it will sometimes drop to 35. But with SSB installed my FPS was jumping from a max of 43 and the lowest being 19. I'm not sure how that is possible as its just an edited XML file, but I tested both times with a large police presence in the same area of the city (near the download police station/pillbox hill area). I will test with keep calm, but again my FPS drops with RHP anyway but its more stable numbers usually between 40-30.

Like I said in the description, some will still act like idiots. Peds on foot will flee as normal, i did not alter that behaviour, and as for fps drops, it is highly unlikely this comes from the changed meta

I can attest to the fact that it is, in fact, this .meta edit that is causing FPS drops. This is very possible by adjusting game configuration files. It is much better than the performance loss caused by Keep Calm, though not by a substantial amount. I will honestly revert to backups and try this out again once there is a little more stability.

I very much enjoy the way this Mod works, though. I would like to see less peds in vehicles speeding off and driving erratically, if I could recommend anything in the actual functionality of the Mod. Everything else is great, especially because peds on foot still run away (which is very unrealistic in KC that they don't). Keep working on it. You have a great thing started here and I look forward to seeing where this goes!

I don't get it. I understand it's a file modification and so it shouldn't result in hardly any performance drop, but with your events.meta installed, my fps was all over the place. A lot of stutters and lag whenever traffic would normally freak out. Something seems really off. I replaced it with the default meta and it was back to normal. What a bummer since I don't like Keep Calm for the exact same reason.

Love that it doesn't drop my frames, but now random civs still panic and steal either mine or my suspects vehicles? What the fuck? 
Think I might change back until it's properly released.

Still, good idea and so far good work.

Agreed, I just tried this out and I can't tell the difference between the vanilla meta and this one. The peds act all insane like they did before I had keepcalm installed. I'm going to test it out a bit more but so far "meh".

The idea is good and it's true that it does not affect performance. But leaving the ped walk in their normal state, sometimes when you point the gun at a suspect come several to hit you with your fists, and the police reinforcements do not help you with those. So could you please also make a version where peds on foot were also calm ?. Of course they kept the reactions when they are targeted and when you shoot (like the gang members that if you shoot they also do).
