[EUP 8.2] Frontex border guard pack

This EUP pack includes Frontex textures for EUP that replace some border guard and noose pia textures.

Frontex or the European border and coast guard agency is the agency tasked with protecting the EU's external borders

in 2020 it was announced that Frontex agents would receive new uniforms.

This pack also includes back patch textures in three languages
