A-lot of people and members now how to do it, by using SparkIV or OpenIV - by using one of these software, go to cdimages then vehicles.img, then find the CPVI car 'if you have it installed' so I had it as noose, so click Edit and open noose.wtd, then find police_sign_1 and then click on the import texture' on sparkIV it's on the top. now this is the very very last thing that has to be none 100s of time SAVE
