This is not the perfect setup for the actual silverado that the RCMP use, i'm fully aware of this. This is just sort of a similar design to what the RCMP use.

There are some small things that I couldn't do with the limitations of ELS and GTA itself. 
 
I will include a ELS file that is set up similar to how the actual light patterns are.

THIS IS A VERY HIGH POLY MODEL, OVER 150K POLLYS. If your computer cant handle it, well its time to get a new toaster then.
