Please do the following: Make sure you aren't using a crack - We don't support cracks or people using pirated software Update GTA IV to 1.0.7.0 (the latest version of the game, or 1.1.2.0 for EFLC) - These patches are needed. Then you've failed to read the ELS Manual and Download page. ELS is not supported for the original in-game cars.

really messed up OpenIV
Just right click the file, and select "Open with..". Select the program you want to use and check the checkbox to always use that program. You're all set. Tbh, you should still be able to open it with OpenIV without issue. Changing the default program for a filetype doesn't always mess things up, so going back to a restore point might have broken more for you than it fixed.

I disagree with a major step up from IV, in terms of policing. GTA IV had the police actually doing police things (arresting people) and so on.

It's a crime simulator - Not a police simulator. Not much emphasis is put on making the police aspect as realistic as possible. Many people seem to forget that the policing community of GTA is quite small in comparasion to those who play it "as it is supposed to be played". The attention to detail on wordly things is amazing, and so is the crime aspect. Now, one might argue that they should improve the policing scene, but again, not many people care as much as we do. We should just be glad we got what we got; Quite the selection.

GTA:O and mods
As long as you don't use mods in Online, you should be fine. I've had the RPH + scripthook, albeit disabled (and ASI-mods) in my GTA V root folder, and I haven't been banned. Had it like that for several months now already. Again, it's LSPDFR. We're not developing LSPD:FR ;)

LCPDFR and LSPDFR. No ":" in any of our mods. And no, you won't get banned unless you bring mods into Online. With that said, to be on the safe side, remove any and all non-vanilla files when entering Online. Rockstar does scan your directory for mods. I haven't been banned though!

Indeed, the lack of interest is the main thing. It'd be quite "easy" to mod it - The files aren't really locked down at all, but we aren't interested in modding it.

There aren't any. You'll have to use what Rockstar left us, pretty much nothing, until "real" car mods can be made.

NYPD Plain clothes costume play?
Then why do you have United States set as location? It's probably besides the point, but going outside in a cop uniform in any country is generally a bad idea. Inside, or at a closed area with likeminded people, sure, but not public streets.
