Not 100% sure, but I think this is the proper path; \update\x64\dlcpacks\patchday3ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\

Make sure you're replacing the correct files. GTA V doesn't work as you'd think it would. Most used content is in update.rpf, or in the update folder.

It's not relevant at all. It's about replacing the sound of a siren not being able to turn it off or on.

Vanilla. Never had any issues with PIT in GTA V. IV was even worse.

Nope. OpenIV loads the entire RPF instead of the original one. If it would be missing files inside the RPF, the game will crash.
