There are plenty of mods for the Xbox out there already, but such mods require tampering not allowed by the console TOS. LSPDFR and other 'scripting' mods require dependencies not available on that operating system. So, for all forseeable future, no.

Free-roam offers you to replay the street crimes section of the game, so in a sense, it does not really require that sort of mod. If it ever does come more mods for it, I doubt it will be soon, with GTA V and RDR 2 both being on PC and GTA VI probably coming in the future.
