Do you have the steam, or a retail copy of the game? Sometimes Steam causes issues when launching.

That seems like a ELS log. Did you have that screenshot by any chance?

When you installed ELS, did you overwrite any files? Also are you running the game as admin like this? Running the game as administrator: Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe.

You will need Scripthook.dll. Did you ever save while on duty, or saved while having a modded car in the car parking slot?

Do you have both xlive.dll or dsound.dll in your game directory? If yes, remove one of them. Are you running the game as administrator?

Any image editing software will work fine. You need to edit a image file from the LCPDFR mod, the name is eluding me at the moment though.

Modded cop player models? If you have a 64 bit system, use the x64 one. If you have a 32 bit system, use the x86 one.

You will have to download and install them. Are you using any modded peds?
