Can you try playing further into the story? It shouldn't matter, but it never hurts to try. And are you sure you are pressing ALT, and not shift, or ctrl?

Then you can wait until the LCPDFR Group/Clan system is up, or just organize a MP match in that thread. Or use google to find a clan that suits your needs.

Have you made any changes to your system? Installed mods? Did you save while on duty?

The only fix I have is to launch the game outside of Steam at the moment. I don't really know what could be wrong.

Did you manually remove the files from the GTA IV directory then?

Does it work if you add the exe to steam manually? Do you really need to use steam?
