Try using dsound asiloader that comes with 0.91 installer. Remove xlive. Also remove or move out any other mods you have.

Just try it, make sure you're running on 1.0.7.0 and make sure that you're running with LCPDFR 0.91 too.

Move your savegames somewhere else, then test if the game is running.

If it worked fine on 0.91 and you moved on to 0.95 it could be exactly the issue. Closed.

NOT LCPDFR issue, moved to GTA series. Also, re-install your game completely. If it's still not working, move your saves out and see what happens. SMPA60 happens usually with car mods however. If you left ANY modded car on your houses park and now reloaded the game with no car mods, it's going to crash.
