Maybe it would be possible to use a command to spawn those bridge blockades (The ones that block bridges when you have not unlocked islands)? It would be a good start.

This serious? You can do vigilante missions, but if you mean the mod, you can just download it from our downloads section and run the installer. Then make sure everything is ticked except xliveless. Let it install and run the game.

ELS cars are suckish anyhow. Bugs in video editor and ingame and it always fixes itself so doors go crazy.

I can always hail a taxi, even when on-duty.
