  1. Traffic Policer is definitely causing your issue. I've not personally checked the plugin, as I don't use it, but it was updated March 1st so I assume it has been updated for 0.4. Perhaps you haven't installed it in the correct place?
  2. Your issue is being caused by outdated version of Traffic Policer. I hightly recommend that you start LSPDFR 0.4 on a fresh installation, and add plugins in which have been updated to work with 0.4.

However, I'm confused if this is your issue since you said you removed your plugins one by one?

  19. I mean that's exactly what you're asking us to do. You aren't asking for us to maintain your downloads in a public way -- because that would be impossible with the conditions you have asked for.

  22. This is a public mod site. Let's say we did ban the member in question, hell let's even say we start requiring a membership. Do you really think it's that difficult to set up a fake account? Do you really think IP blocks are effective? We have had hugely persistent trolls over the ~10 years of running LCPDFR.com. In our experience, nothing will stop someone who wants to cause problems and damage.
