Restart your computer and if it happens again just follow the instructions on the screen. "If problems continue, disable or remove any new hardware or software" This happened to me the other week and it turned out to be a faulty program, I deleted it and I haven't got this screen again. EDIT: My bad, I had a different screen, mine was to do with Software. Do what Sniper said.

You can rip the cars with a ripping tool but as far as I am aware that is against EA's rules and you could get into a bit of trouble. But I've seen lots of NFS models out there so I don't know. Putting them into GTA is a lot harder as you'll have to optimize them for ELS and the game itself, it's not an easy process.

The ELS cars are high poly, and since you have a 6 star wanted level more police cars will spawn. More Police Cars = Texture Loss

Oh I didn't realise they both had rambars, but a Wraparound would be even nicer if you have the time to do it.

One GTX 680 should be more than enough to handle them all but if you can afford it get dual cards or better yet the GTX 690.

It's a marketing trick to make you buy the game. For example on the advert for Assassins Creed 3, Connor flies through the air and absolutely tags some British guy with a tomahawk, this never really happens in the actual game but it gives you a general idea of what happens in the game.

He's after a template for an AH6 Little Bird helicopter if I am not mistaken. As for you're request, I've never seen a template for it. In fact most helicopters don't come with templates.

The Crown Vic will never fully die out, there are some departments around the US that still use the 1990's Caprices (which have been modified for the current times of course).
