Are you sure you're not hitting the wrong key? Check the keys in game in the menu and see what key it is, and also are you using an old savegame?

How much were they turned down?

Turn down some of your settings and see how it is. I would turn down view distance and detail distance and also the night shadows and some others and that should help.

Thanks, there was actually 3 ambulances there because of 3 patients. Also they needed the space on the road so It had to be shut down, I think lives at stake matter more then how fast you get somewhere, but thanks again. -

I have took the car up to 100 mph and revved the engine and everything because I know how this works because it has happened before but not permanent, and yes I have restarted.
