Photoshop is better to make textures

I know that, I want the Sgt Wade to make the skin for the Ford Taurus.

He made the CVPI texture, and this is the Ford Taurus texture that i'm requesting. His CVPI texture that on the model that he made was just copy and pasted to the template of the texture from the picture.

I'm starting to work on a Mesquite, Nevada police texture pack with a mix of vehicles that they use (like CVPI or Dodge Charger) and fictional units that they don't use (like the Dodge Ram).
