Open OpenIV > Tools > ASI Manager. Make sure you have all three installed: ASI Loader, OpenIV.ASI, and openCamera. Have you installed Gameconfig, Resource Adjuster, Heap Adjuster, and Packfile Limit Adjuster? Rename the plugins folder to _plugins as well and see what happens. If it works, it means the problem is also in the plugins folder—think about what you added most recently.

Why is the folder named GTAV? You should have the folder named Grand Theft Auto V. I suggest renaming the folder, deleting GTA V.exe, verifying the game files, and reinstalling LSPDFR followed by the essential plugins (Gameconfig, Heap, etc.).

Newtonsoft.Json doesn’t belong in GTA V/plugins/LSPDFR. It should be in the game’s main folder, so move it there. ClearTheWayV doesn’t belong in GTAV/plugins/LSPDFR. It should be in GTA/plugins.
