Did you install the Pack File Limit Adjuster too. And Gameconfig. Install Pack file Limit Adjuster into GTAV Main Folder Install Gameconfig for the Latest GTAV version to mods-update-update.rpf-common-data. And did you have OpenIV? If don't then please install it(IMPORTANT).

I can't understand the RagePluginHook.log but did you change the Plugin Timeout Threshold that is inside the Rage Plugin Hook-General from 10000 to 60000.

Did you call the backup with Ultimate Backup? Normally Code 2 backup shows up only with lights no siren(LAPD) and in some other without lights and siren only lights on when at a intersection.

Try play GTAV without SHV and SHVDN I don't know if it's the problem of given cause I don't use them

No you don't put the whole mega pack in mods folder. Inside mods folder you need to go to some instructions. I'll show you a video for how to install a car pack. But first I need to know what car pack you use. Send a link of that pack you use. Where did you put the Script Hook V? Where did you put the SHVDN?

If its a car pack then you need to put into a mods folder not GTA V main folder. The car pack won't work when putting into GTA5 Main folder. It's most likely that your game is broken.

I can't understand Rage Hook.log so I don't need it. You said you don't have a mods folder then where did you put the LSPD MEGA PACK files? Is the LSPD MEGA Pack a Car pack or an EUP Uniform Pack? Try launching GTAV without RPH see if it crashed at loading screen.

Does your game crash in game or at the loading screen I didn't really understand when your game crashed. If your game crashed in game after lspdfr loads then It might caused by lspdfr plugins. But if it crash during loading screen. Then it might be a problem from Mods folder(if problem is from Mods folder, rename to "_mods") or Script Hook V or SHVDN The SHVDN is not stable. The stable build is SHVDN Nightly.

Did you install the OIV for Compatible with LSPDFR that is inside the NVE download zip?

Try playing GTA5 without RPH/LSPDFR.

What mods did you install?

If you want other weapon like assault rifle just go to GTA Main Folder-lspdfr-data-inventory.xml . And then add the weapon you want or install policing redefined and with PR you can get rifle and shotguns from the trunk.
